How do I stop getting empty bags? Supply Chain Issue?

Hi SimpliSafe, I've tried support - but they've been little to no help.

Picture the scene, you're moved in for a month, and "set-up alarm" has been on the fridge to-do since you've moved. You've put it off again and again - but its time.

You rip open the bag of your "Movers Kit - Extended" and are greeted with not one, not two, but fifteen empty plastic bags.. Well, back to the to-do list the task goes!

I call up SimpliSafe and explain that I received (maybe this is where I went wrong). After a several minute conversation "Are you sure this was from SimpliSafe" - "Yup, I have the invoice!"... "Could they be somewhere else in the box?" - "Nope, I checked!"... "Are you sure the bags are empty" - "Yeah, theyre clear!"...

I'm placed on hold. The rep comes back and goes "You're right! I did some research, and the movers kit is supposed to come with A, B, C, and even XY&Z!"... At this point, if it wasnt so funny I might be angry.. I'm just staring at 15 empty plastic bags and thinking... well yes.. But she's doing her best at the situation.

Eventually, she gets all my info (after asking me to check the bags again) and gets another Extended movers kit headed my way. She even upgrades it to next day shipping! 

Two days later, imagine my face when I open this:

Well, at least I got a few 3m stickers this time.. How do I get something other than plastic bags?
