Questions Re: Cross Zone Monitoring Requirements

So I just learned about cross zone monitoring from this post:

Can someone from SimpliSafe provide some more information about how this works? It seems from the post above that this was NOT something the user requested/set up but something that was put in place by SimpliSafe due to requirements of the municipality in which the poster lives. 

Is that accurate? Also are customers notified of this requirement at any point or would they have to know to log into the web, go to monitoring and check the alarm permit requirements section? I'm asking because I've seen more than a few comments from people claiming that despite a sensor being triggered the monitoring center didn't call them or called them after a few minutes. Now I'm wondering if those people (without their knowledge) were subject to cross zone monitoring requirements.

Which suggests that this functionality can be requested by customers. Is this still accurate? If so, can someone add a support document describing cross zone monitoring and how to request it? Thanks.
